Depends on the contractor...I have some very good subcontractors whose first language is clearly not English (And before you go assuming anything, for some of them it isn't Spanish either.) ... for them I have some mercy on their language abilities if they seem otherwise capable.If the first language IS English, and the grasp is not good, I get a bit concerned.

Although there are synergies to be had among tech people in Silicon Valley, there is no reason a call center should operate in Jersey City versus Detroit, especially when taxes and labor will probably cut their overhead by at least 25%.

@David Krulac   that's what I love about your neck of the woods... out here title can go back years but many of the lot and block descriptions were created only 20 to 50 years ago then its back to the farmer... then Spanish land grants etc

I have never done this but I have a friend that does this in the Spanish speaking communities and it works really well for him.
