There are many reasons for the price disparities, everything from location (the hills are usually a few degrees warmer year-round, and above the ice fog), neighbors (typically a Sanford and Sons type hoarding houses randomly about....so nice houses go up next to what looks like a junkyard), no real building codes, so pretty much anything goes, etc.
