The demographics point that seniors are going to overwhelm the healthcare market and you’re in the a great market for it.

The issue is that the landlord would be trying to require the tenant to disclose protected healthcare information.

But, you can definitely require a health care professional put in writing that the tenant has a disability.So, you can require a form to be filled out by her doctor or health care provider, or to get a letter from them on their letterhead. 

This isn't my niche, but I  notice things while living in Ann Arbor. 

Plymouth and Ann Arbor "fluttered", but as long as you were not forced to sell, you were fine...actually more than fine.The cash flow being positive allows the REI to still profit during those times of flux...whether they are large or small spreads in that fluctuation. 

If it doesn't GFTO of what you are doing as your job (even if its real estate), because being in the health care field, I can tell you that you don't know what can happen tomorrow.It always makes me sad to learn of someone that thinks that.

Generally any qualified health care provider can prescribe an emotional support animal.

I personally have never had a problem here in Ann Arbor.
