I guess the thinking is that the parents of young kids are more likely to sell their property than any other citizen, thus the narrow targeting.

It can be done (the most successful Thai RE investor is an American citizen and there are others) but it is many hoops to jump through and in retrospect I would not do it again for many of the reasons you cite.
