If you have an ongoing issue the results will be temporary but if the problem was solved the ozone will kill the bacteria that is making the odor for good.

If it is insurance housing, then someplace with larger more expensive homes in a good corporate area where people tend to have great insurance and a bigger budget for temporary housing.

Buy a temporary home which will turn into a rental when you find your forever/home next home you want to purchase.   

Alternatively, I would still do the WiFi setup with cameras, and install a smart WiFi lock you can give temporary codes to vendors, but hire a local manager to only find a tenant for you. 

A rate buy-down could work for people that expect rising incomes in the future, but it is really a temporary fix.
