If you are going to open that up again, I would add a brace on the inside of the wall long the rafters with a couple of posts on both sides, not to raise the ceiling but to be tight and help support it while I demo the concrete in the opening.

I look for two or three months to find a good deal and once I've landed one, it takes me anywhere from 30 to 75 days to rehab it (I do some of it myself like demo, paint, landscaping, etc.).

The government love to spend taxpayer's money, and I saw it first hand about 10 years ago when I submit a bid to the government, and I bid 40% higher than what the government budget was, and I got the contract because I was the only one that provides a demo showing what they will be getting.

If it's not demo'd already, you have to file a demo permit and get someone who has taken an asbestos class be in charge of the demo crew, they were suites.
