It is great farming soil and a great place to keep some live stock.  

We run a small homestead growing as much of our own organic food as possible,  I also study and teach soil health and fertility as well as regenerative farming practices.  

He mentioned not charging anything for setting up everything (permits, surveyor, soil test, etc) so long as he gets the listings where he would want 10%.

You have to start a foundation by actually digging into the ground, not just starting on top of the soil. 

I would also want to know if the two vacant lots have been perk-tested to see if the soil is satisfactory for a standard septic system.

I've never heard of demolition as a solution for the problem, but it certainly seems like as much as you can do to a structure.I would find out what it costs for an environmental survey that includes soil testing.

Good Luck, and do not underestimate your tenant's ability to steal from you, or let her dog soil your property in bizarre ways if she is angry.

Depending on soil ect. it's doable but definitely not cheap as you get over about 6-8' or so.
