You should have an attorney look into this during the discovery process.If each floor has two separate entrances and there other 2-flats on the street, it shouldn't be too difficult to get it properly zoned.

The house we had with a converted garage worked out well because it had its own bath and entrance so it rented nicely. 

There would be two main entrances into the building, and the tenant would have to walk to their apartment from there (so no exterior door to each individual unit).  

For basements in particular count on the biggest cost is likely in making the entrance and egress comply so see if  those are doable.

Not being familiar with the phases of Real Estate Agents, my question is this: Does every agent have to start at the bottom or can they pretty much choose their entrance level?

(= 2 bedrooms that can be divided in 2 apartment with 2 private entrances).

Perhaps try to find a non-conforming duplex or a house with a separate entrance, where you can build out.

I have city inspector requiring that I have 60 minute fire rated doors installed on the entrance of two units that are inside our property.
