If this is new it is caused by tenant behaviour and treatment will not help, they will come back.I have never had roach problems so can not advise on costs.

I think I will contact a pest control to come out and do a one time or quarterly treatment and revisit the rental agreement to make sure that responsibility lies with the tenant in the future.
