I know you probably already know this but that is in an area with extremely high violent crime and why the properties sell for $4,000. 

Might be time to "Blacklist" that area and let "Nature take it course" as it has done in the past in other areas.This seems like it will devolve the area for investment attractiveness, which will probably drive the property values down to what the local's who live in the properties can afford for themselves to live in, leaving a certain amount of homes and areas as a wasteland of non-kept-up run-down dumpy homes filled with violent residents (further increasing it's spiral downward into a slum).Nothing special about that area. 

There have been quite a few high profile violent crimes in Oak Park recently and partly as a result of that Forest Park is getting more popular.

Though Austin has a very low violent crime rate, unfortunately it is reportedly high in property crimes.

You can search there and look at a map to help you avoid any areas with too much violent crime. 

Typically these areas are end up housing the areas High Crime Violent Type residents mixed in with the areas lowest income type residents.

You don't care about moving violations or child support, or even most violent crime (one of the few jobs a felon can get sometimes). 

What was the nature of the felony... was it violent?  

Even though the complex has had a ton of violent crime over the past six months including a murder less than a month ago.
