You should be within $50- $100 of market rents for long-term tenants with taking into account the condition of the property.

The "best market" is less about the market per se and more about the deal you're able to find in my opinion.

You should also notify the tenant when they are either in violation of a reasonable expectation of the properties use or condition whether specifically outlined in the lease or not.
