Assuming there's one heating system, it seems to me so not worth the effort and hassle of trying to break up a gas bill between the tenants every month rather than just get it right to begin with in the rent.

You would need to take a hammer to the floor and break up a few tiles (and then replace them) to know for sure.The answer is vinyl flooring if you're worried about looks or presentation.
