To be more specific about what i'm looking to do: My 1-2 year goal is to employ the BRRRR strategy with SFHs and Condos by buying distressed / highly undervalued properties that need work (preferably all-cash) in low crime areas with strong rental demand, renovate them within budget (again preferably all-cash) and get them rent ready before refinancing them at the highest ARV possible.

One meter reading for all usage or like some small communities a set price for each occupied home?

I use to tear down dozens of homes here and in Franklinton that almost blew over. not a lot in linden since they are built after 1945 and without all the major issues. 

But also, even as Joe points out in his book, the true value of a syndicator is pulling together all the pieces.  

But all of the A/B class areas or rapidly growing cities do not have much at all, and when they hit they get bid up.

I am changing the locks over on all of my units at each turnover.

You have to disclose all of this when you sell, so you will end up paying your plumber or discounting to your buyer.

I have access to all lender appraised values in CA so I only need the address.  

At the end of the day we can screen our tenants all we want, but cannot control what people do.
