The property manager has a responsibility to determine if the door stopped working due to ordinary wear-and-tear or if it was due to tenant abuse/neglect.

I was riding a bus yesterday a D type tenant wanted to kick an old mans rear end because he accidently touched his shoe. 

So even if somebody gets arrested 100 times for drugs or domestic abuse, if none of them land in a conviction it can't be used against them.

Someone looking for a duplex may be inclined to rent an apartment as well depending on how strict qualifications are.I hate to use the Alphabetical rating system because it is completely arbitrary and often abused for the benefit of the seller and to the detriment of the buyer. 

This is why inspections are completed to keep landlords honest and not to abuse the system ( fix or maintain nothing and keep cashing checks ).

You just need to understand HOW the system is designed, and then determine if it is more cost effective to change the overall configuration, or simply mitigate potential abuses and simple inefficiency.If you are paying the heat, you better ensure you have adequate insulation, weatherstripping, and storm windows.
