No Heirs could mean that the property would escheat to the State, which means it would be owned by the government at the time of his passing; (2) CA may require that he actually believe the property belongs to him, just claiming a subjective belief usually isn't enough and you have to show facts by which a reasonable person would believe the property was owned by them; (3) if 1 and 2 are OK, he is going to want to look at some case law to find out what facts particularly the Courts in CA want to see in that type of situation.
