They can pump the tank and inspect it with a camera to see what's going on.

I used to walk my neighborhood and took a picture of every home on the street in a 6 block square area...back when cameras used film! 

But to me, it sounds like either nanny state nonsense or a handout to the big motel companies who don't like the competition from AirBnb and the like.

I would also suggest taking a camera with you to take pictures of the documents if they will allow it.
