Sure, you would be best to contact a competent real estate attorney in your county to create the note and mortgage (or deed of trust) along with any other documents to facilitate the owner financing. 

I am open to financing multi family deals with contractors that can facilitate the construction side.

2) Could there be a reason that 99% of banks/lenders don't have personel in place to facilitate so many "quick and easy" sales?

I have pretty much facilitated all types of Real estate transactions approaching 100 within the last 4yrs alone.

The last one we ended up renting out in order to facilitate a relocation.
