While the paid free and clear 1998 with 200k miles on it may work in you milder climate states,  up here in WNY dependability is my biggest concern and knowing I can fire up and go on a -14 morning is worth every penny. 

But, that depends on the type and size of the septic system, your local climate, and the number of people using the system.

The main issue might be foundation related for some climates.

Most leases in colder climates end in the spring and summer, so they may have more limited options for finding a vacant property, but that's the risk tenants take with a mo. to mo. lease.

I'd agree with @Arn Cenedella above that there are fundamental economic drivers due to the proximity, jobs overlap, general political climate, that tie the two market together. 

The recent economic climate has put a great dampening on our ability to expand as bank lending our main source is dead.

Due to its location, near downtown and the price per acre, looking at doing part of it in Climate controlled.

What can they tell you about the current business climate?

The state has a business climate that is ranked 48th or 49th in the country by business leaders.
