As the new owner I would assume I have to fulfill the obligation of the previous owners agreement to the renter?

You dont take title in this option but but you can file a memorandum of sale on title to cloud title till you can fulfill the contract and execute the purchase- lease + option purchase contract - so you in this option you basically master lease the property with out ownership from the current seller with an option to buy in the future.

If your lease says you pay utilities and the tenants stops paying rent (In CA) you must fulfill you end of the contract regardless. 

I also offer a positive reference to the next land lord just as if they had fulfilled their entire lease with me, because they did...they just exercised the option to buy out their contract.

I need to do more research on the wording of the law, but if I am living in the boundaries of the property it seems like that would fulfill the contract.
