Sometimes public officials will spew out "rules and regulations" where none exist so if you're in a particular place that you would like to explore this option, I'd press a bit to determine if there actually are codes/regulations that would/should be applied or if someone is just giving their personal opinion on the subject matter. ie, "I'd like to read those regs for myself, where are they published?"
