@Dave Foster I never realized that you could minimize risk by moving all of your equity into an asset with strong value add upside instead of keeping the majority of your equity in an asset that you've already achieved significant gains on and thus little upside and moving only a small amount of equity (through a refi) into a property with a lot of upside potential.

I think if you look at the track record of City contracts, you will see a similar pattern.If you follow the local politics, the City focuses on social programs, which are needed, but it doesn't seem to make changes that would attract and foster small business.
