I think they're probably any organization out there buying deals today.SInce you are east coast based, have you seen any of their NC deals? 

The city's relatively lower entry costs compared to other East Coast cities make it appealing to investors especially section 8.

I'm in western Pennsylvania but have not been able to get deals that match the 2% rule here either.

This is a very old strategy and can also be done for surpluses on mortgage foreclosures. out here on the left coast mortgage foreclosure/ Trustee sale/ overages are sent to the old owner or next in line .. if they come back undeliverable  ( exceedingly rare in this area) then the funds are interpleaded.
