the stoppages you are getting could be the symptom of another issue, such as cast pipes rusting up, improper installation of pipes or fittings, etc. 

And BPer's I'm not that smart, skilled, or savvy.I'm afraid for me the accumulation of net worth and cash flow is just a very positive symptom of my drive to learn and actuate my knowledge.

I've actually had this happen before but the symptoms were different.

Unfortunately, I think what will ultimately happen is that voucher programs will be greatly expanded, as the government tends to favor "solutions" that require massive amounts of taxpayer dollars be directed to treat symptoms without addressing the underlying problem (too high of costs), thereby fueling the continued rise in costs (see healthcare and higher education).
