It can work but people living somewhere long-term typically don’t want a rotating crew of vacationers as neighbors

For example you get 1k per room plus split costs and you have 2 spare rooms vs 2k for the entire property if you just rented it out.Then revaluation when you rotate out and either sell (tax free gains ) or keep renting out rooms...

I’m in one of those rotation programs that move you around every 6 mos-1 year.( This is one of the biggest reasons why I have felt like I could not start my RE investing — where would I even buy?).

@Greg BakerThe yield is NOT greater on indoor however indoor yields can have a crop rotation of 4-5 times a year compared to traditional outdoor cultivation of 1 time per year.

I would be more in favor of grandfathering those already in operation or a limited number of permits given even on a rotating basis.

This means that even all of the other items will be paid off in 4 rotations of tenants (technically sooner once I move and can rent out the Master Bedroom). 

I have a cleaning schedule posted in the bathroom where everyone rotates cleaning, so if it's not clean in a particular week that I visit I'll know who's not cleaning.
