@Justin R. says it best, ive been through this before in fact im just now dealing with it with a brother years after the loan was let go it somehow still resurfaces. but if you follow @Kevin M Finley outline for promise to bay back then just know you are 99% chance of not get your money back partial at best.

I'd just use that with a magic eraser type pad to scrub and it shouldn't damage the vinyl finish.The other option would be like you mentioned a resurfacing.

If you can see the foundation (ie, the basement / crawlspace walls haven't been covered over or recently resurfaced) and everything is still close to where the original builders put it, you're probably good to go.
