Top agents in your area typically know the top inspectors who are consistently good.They also know who the "alarmists" are, inspectors who's main value proposition is to scare buyers (thank good we had an inspection, the house was horrible, the inspector saved us). 

You can learn more about an avatar by googling around, but at its most basic it comes down to knowing exactly who the person is that would be interested in your value proposition.
