I am currently an active duty attorney in the Navy, mostly focusing on criminal law.

All applicants are screened the same based on credit score, criminal history, landlord references, etc.

We get a credit report (which will show criminal history) and we ask for at least two prior landlords as references.  

Consider more than just rental income, such as, prior tenant history, civil and criminal background, employment history, number of occupants for the size of the home, desired move-in/move-out date, etc.

I'd list EVERY lease violation, start eviction, file for vandalism, file criminal or civil charges, SCORCHED EARTH.

And tenants that pass muster - good credit scores, stable jobs, good income, no criminal background, no evictions, etc - generally are responsible pet owners.

I've been in law enforcement on some level for more than three decades and one thing I've learned over the years is that the people that turn out to be the criminals are not always who you would expect.

You may have to pursue criminal charges and civil charges in both criminal court and civil court (different courts in NY) to go after unnamed tenants.
