@Taylor Cook A specific attorney in your state (looks like CO) is the right person to answer this, but I have posed the same question to attorneys and my understanding of the answer echos the info other posters here have given. 

Either share in profits, but if you simply don't want a second "cook in the kitchen" finding a passive partner may help.

Next they  informed me the soft costs associated with the a design work would not be released until CO…ok I can live with that and when I finally thought I was going to be funded I get an email that the property taxes were delinquent.

Some of the hiring systems will allow you to see screenshots of when the VA claims to be working so you know they aren't cooking their timesheet as well.
