They make low temp paint from Sherwin Williams, but I would not paint in freezing weather because you will get sick and the colors will dry different than the color on the chip. also remember the color on the chip is actually a photo of the color so its actually ink lol.

Some for completely benevolent reasons like funding a person for $500.00 on the other side of the world, people chipping $10 -20 to reach the goal and not wanting a return on their money.
