I had a worn out laminate counter top in my old house resurfaced by "Miracle Method" ( I don't know if they are national- they are a franchise that mostly does tub/tile resurfacing).

There are companies which do resurfacing of tubs and refinishing of counters.

@Justin R. says it best, ive been through this before in fact im just now dealing with it with a brother years after the loan was let go it somehow still resurfaces. but if you follow @Kevin M Finley outline for promise to bay back then just know you are 99% chance of not get your money back partial at best. 

I'd just use that with a magic eraser type pad to scrub and it shouldn't damage the vinyl finish.The other option would be like you mentioned a resurfacing.

Example; requiring resurface an asphalt driveway vs. seal and top coat.Some cities have been taken to court under the claim that point of sale inspection is essentially illegal and unwarranted search by government officials... arguing that every nook and cranny of the home is searched by government officials without reasonable cause. 

If you can see the foundation (ie, the basement / crawlspace walls haven't been covered over or recently resurfaced) and everything is still close to where the original builders put it, you're probably good to go.

Most mom & pop owners we’ve encountered don’t bother to go through the process of obtaining the title because the title holders rarely resurface and they typically disappear for a reason.
