Due to proliferation of different business models wherein a real estate license may not be required, the LREC's Strategic Plan Committee has directed the LREC staff to review all licensing laws and rules that relate to licensure requirements.

Be sure to file a complaint with the ethics committee for him being a deadbeat and not paying his bills and for not being fair in his dealings with you.   

Every layer of agents, banks, attorneys, committees, etc make a wholesale opportunity all that much less doable.  

He is also the head of the Architectural Review Committee.

I guess there's a committee that is headed by a power hungry (non resident) employee of the community and people avoid him.
