Typically having that COI 5 days in advance of their closing date is plenty of time for all parties to get things done in a timely manner (usually with room to spare). 

If the price point or safety in these area aren’t ideal for your situation, I would look into purchasing a larger single family home that you can rent out spare bedrooms.

This implies you need to find the exception, put in work, make sacrifices, etc. if you do not desire negative cash flow   If you purchase a 2 unit property and rent one out and rent out spare BRs in the unit you occupy you should be able to avoid negative cash flow.
