I am born and raised in south Florida, University of Miami alum, BS & MS in Biomedical engineering and now working as a Sales Engineer related to coatings and corrosion (exciting topic, I know).  

Another item of concern us that the color never covers in one coat and time is money, especially if I am painting the unit myself.

Once a coat of paint goes on, within 2-3 years the color changes.

We bought our house this past December and did a decent size renovations (removing walls, coat closets, all new paint, hardwood floor throughout the house, painting trim).

If you're planning on doing it yourself, it's a lot of work, but you should be able to find someone for about $1.00-$1.25/sf and not worry about a thing.Plus, once you sand and refinish, you could probably get away with a buff & coat the next time they need redone and you can get that done very cheap.

That being said I won't sugar coat it, its not he best area but its certainly not the worst, there's plenty of data to support the investment and growth of the area, and why its been such a popular place for investors recently.Besides Darby, there are plenty of other areas for multis all over Delco.
