I'm not a big fun of Las Vegas as this city relies mostly on tourists coming over to loose their money , there will be less of them in the future as people simply won't have money to loose, not essential plane trips will have to be curbed to tackle global warming, and the city doesn't have much more to offer apart of gambling.

Note: current politics and environmental factors (COVID, unemployment), make the gamble more risky today than last year.

It is a gamble. 

The cabinet color is a gamble I know, but I feel it will pay off 

Asking the question means you don't know this industry well enough yet and it would be gambling. 

There is some industry in Albany, namely, Miller Brewing, Proctor & Gamble, and a small Marine base.

I had one offer that did not fly.but it will happen..its only been 25 years.. but I love land in the path of progress pay cash for it.. let it sit and germinate then cash in.I know appreciation folks say is a gamble but its a calculated one and were the big money is made.

I do not know the laws and do not have a solution short term but I am thinking, if you can set clear expectations with him how it will play out, he may realize that he is gambling with the idea of free rent verse forbearance.

It is akin to gambling and investors are not gamblers.
