Water always runs downhill.Your "Inspector" likely has disclaimers on their contract stating "accessible, visually observable, defects" are all they are able to report on.

I take pictures of concerning things I observe and file it away.You need to need to stop being a nice guy. 

One observation is the number of private units there is 5, where in my city there are 22.
