Saying hey, I found an oil spot and the neighbors say... isn't going to carry much weight.If you do get (and maybe even pay for) and inspection and estimate to support your claim, then be prepared to remediate the problem as well, since the property is selling as-is.The upside is an estimate will be worst case, and you might actually spend much less to dig up and replace the soil.

@Jordan Sand is spot on rerunning credit and background check to ensure the guy can take on the full rent on his own.

I understand that great things could be remodeled to the property but right now as my first property wouldnt like to be dealing with all of that, plus I need something relatevely close to my college/work which are in brookhaven-buckhead/ sandy springs area.

Even if you do plan on tearing a property down and rebuilding, you still ought to take a look at the land, soil and sewage.

The carpets are heavily soiled and the walls are marked throughout. 

I was concerned about the cliff erosion which is an issue in Southern MD so I spoke to the local soil conservation service.

would they have to get the sellers to do a soil test or any idea how the town will need to address the issue, since the open permit is from 2004?

@Sandy Hu from what I have seen all of the self management software charges 3%-4% for rent collection fees.
