So far only 1 coat and it's much better and need to go check it to see any bleed through.

Need to replace the floor and some minor touch ups and a fresh coat of paint, would probably cost around 5000.  

There are some thicker products or you can put a subfloor in.

Skim over plaster means to put a coat of drywall "mud" or compound over all the walls to smooth out any old crappy plaster texture and repaint

If you want something more durable, get the thicker blinds (heavy plastic slats) not the cheap aluminum ones.
