Sounds like the agent was trying to be too greedy. 

This turned into a headache because many General Contractors are very greedy, and do not turn jobs down; so that eventually leads to them stop showing up, or dragging out your project. 

Being greedy is a huge mistake.

I am new to the real estate too and still learning all the terms and such (was a stock day/swing trader wanting a more passive income) so take my opinion with a grain of salt.

I don't know about you, but if your town is debating such a proposal and is full of a bunch of SJW's who are looking at it as a way to stick it to greedy landlords, if you mention the disparate impact argument to them, especially in a public meeting setting, I would be willing to bet the rental inspection issue proposal to quickly go away

Insurance doesn't cover mold nor does insurance cover a greedy tenant.
