The students have been allowed to live all over the west side of the city, and student rents stayed pretty steady (though they have increased every year that I've been doing leasing). 

Lead water lines have been a big topic here and I imagine in every older city in the midwest and east coast.

Looking to see if anyone has heard of or had experience with 51 West properties based out of Miami FL

Location says Ann Arbor but we are in a smaller town west of there. 

We're doing a ground-up construction project in a booming spot on the Pacific Coast of Mexico.

Some areas we push owners to invest in are West Allis, Bayview, Wauwatosa, and several neighborhoods in Milwaukee, including Riverwest, Harambe, and the East Side.

This would not necessarily be the case, or the spread could go the other way, though such motive could present one reason for conversion.I am not even sure if rent control gets eliminated through a possible condo conversion in most towns in Hudson County - West New York, for  base condominium rent > $1000, is one exception, it seems valuable to determine the others.

As you’ve already seen, it’s very hard to find cash flowing properties on the West side without a massive down payment.  

I did this in the MS market and while the advantages you pointed out were true.. markets that have slow appreciation and or areas where builders can keep building for low dollar amounts like the mid west.
