In HI there are leasehold properties, cesspools, water catchment, and Lava Zones (on the Big Island). 

But your main killers; road access, water access, fire hydrants, flood plain, storm sewers, Storm ponds, road surface requirements, etc. 

I was now without power, or water.

Another good alternative would be Bonita Springs, just on the North side of Naples, or Cape Coral as I mentioned above

For example, Clearwater FL (famous beach and Phillies Spring Training) does have a 30 day minimum on rentals, making it essentially impossible to have an investment perform well.
