I could not understand for the longest time why people behaved so irrationally.

For starters, there does seem to be an irrational exuberance in the apartment market in Phoenix. 

The property is located in an area of town I do not frequent however; this could just be an irrational fear.

Factors I can't see, touch, taste, or control cause wild oscillations in the market that are completely irrational.

Now they have 30+ to handle and are so swamped they are only able to do what they can do in a day.All that said, banks will continue to act in an irrational manner to RE Investors.
