When I used to self manage my properties I used MySmartMove and felt it was a very good screening process - it checks all the main things you need to check (criminal history, bankruptcy/foreclosure history, credit, etc).

It runs background checks, credit reports, eviction/criminal reports, template leases, a Docusign-like program to sign lease agreements, rent collection, tax consolidation for EOY tax time, etc. 

In fact, they should be reported to the authorities for what I consider criminal behavior and at minimum for bait and switch practices and failure to properly disclose.

If you invest in an area with local officials who think criminals are victims of society, you can't expect much help from the government.
