If he's flipping them, how can he continue winning at all costs and still be making a profit?

I'm new to trying to bid on the HUD site, but been following a house for a few weeks which is actively listed and accepting bids...then, the same house shows up for sale by a private investor/wholesaler on Craigslist for 10k less than the HUD list price....if this is still open for bids on HUD how can he sell it?

What can he do?

He said the lender asked when can he lend the money to him again?

Can he season for 6 months, then do a conventional cash out loan if it will be his sixth mortgage?  

I'm installing CAC in this house and the sub put a floor vent in the kitchen area where the stove is going.

So if I did successfully buy it, and the owner spotted it on the market a year later torn down or altered, can he sue me for lying about my intentions?

I imagine tenants don't like people walking through all the time, and I don't like telling the owner I'm trying to sell his property before he has even sold it to me so can he please let me in again and again?
