The reason is the vacancy rate is so low that tenants with a blemish find it difficult to rent c class and above.

Many times these are brand new, that may have been dented, scratched, or have a blemish, etc, which then have to be sold as damaged, even though they are new and work perfectly fine.

But, that $6K one may actually be the going rate there... and, the Owner may also working on the crew that is doing the work, but they may be using "2nd's or blemished" shingles, but may not have true ROOFING insurance, etc etc etc...

In CA Once you hit 70 and have had your license for more than X number of years you no longer have to take CE your grandfathered in for life. at that point I will have had my license for 52 years and to date never a blemish on that license!
