After 20 years, I would ignore the damages unless it's something blatant like stealing an appliance or cutting a new door into the wall.You have to accept some responsibility here.

While we always work with good people who are just struggling, we have had no problem evicting blatant non-payers the past few months. 

Ask blatant questions like, "I want a duplex, I want to do cosmetic upgrades and light renovations to add value, where do you suggest I look?"

This would not be the types of prohibited transaction the IRS would be looking for and that is because it is not blatantly prohibited.

Not to mention staff who have workers who will openly verbalize their blatant pro-landlord opinions while ironically being empoyed in a rent stabilization organization.
