Thanks to all for their great replies.I will continue my rehab as my properties become empty and rent ready again.I thought there might be a better way but as aggravated as I get with "some" of the tenant pool I have had and do have some very good tenants.

I can assure you that the rules will cause me more aggravation than someone that is Unethical.If there is a creative way to buy and sell real estate that is legal...I will persue that option and don't want another state, government entity in my business.I'm still examining all my options, thanks to all.

If a realtor wants their investor to listen to their opinion of the market and decide based on that, I would suggest not doing business with that realtor because it could cause a lot of aggravation for both parties.
