Anytime anything gets fined, there should usually be a warning letter sent out long before a fine that gives you some amount of time to fix it or you will be fined.

I also have to attend a board meeting where I might get a fine or insist that I evict my tenant because the community has a drug free policy.

In a situation like you described it's highly likely the agent would be sanctioned by the MLS if they received a complaint, investigated and issued their findings, could be a fine, could be more.
