Floor is just painted concrete, and that includes the 300sf which the county assessor counts as fully finished.I'm reading that DSCR rent appraisers may not count partially finished space at all, and count fully finished basement space at only 25% of the rent of main floor space in the same house.What are your thoughts--is this how it typically is for DSCR rent appraisals?

FYI, Ca-nan-ada ain't doing to well buddy. yeah friend, ya should maybe check with persons who actually know Aaa Guy. 

A quick synopsis: We got our zoning approved through the city, we then had to get a variance because we want to run an 8 bed facility but the International Building Code would have had that be a "Commercial" property and would've needed to be compliant with all of the ANSI requirements like having an accessible main floor bathroom and 2 accessible main floor bedrooms, this would've been cost prohibitive to us.

If not, you need to be bery careful.....if they get the City involved and you have violated Code, you could be in big trouble.Like @Theresa Harris said, get them out ASAP, clean the place up, make it CODE COMPLIANT get a COO, (Certificate Of Occupancy) and do this right next time.Just my $0.02

My guess is that they are not using a MI company as a two year loan isn't compliant. 

A DST (Delaware Statutory Trust) is 1031 exchange compliant and allows investors to exit active real estate.

I know it needs a few things (bathroom size) revised to make it code compliant, and I will need an architect to help navigate zoning (another thing we don't do in Houston :D), site plans, elevation aesthetics and local requirements. 

Just curious, how long are they giving you to get compliant?

I'd highly suggest learning the CT laws and making sure the company you use is completely compliant. 

Again, the tips you provided for evaluating agents was concrete, actionable advice.
