People with pets have a harder time finding a place to live - survey your area on Craigslist and count percent of places that have no pet policy.Point being, it's a ripe market to target with a few safeguards (suggested above) put in place.

He might be reporting a higher rent amount as part of a rent survey to artificially inflate market rents in order to get a higher rent from another section 8 tenant.
