No lender will give you information directly about a payoff - they’ll require you to get written (or sometimes verbal) permission from the authorized property owner.

By me having someone attach a couple of tarps on for the meantime that should keep the tenants less upset but without getting the owners permission or to pay there's not much more repairs or fixing I can do. 

I gave him permission to do this, wheatear it was verbal or over text I forget, I believe it was verbal.

Some options could include:1) (With the sellers permission) advertising the property off market and taking a commission from the buyer. 

They will be able to tell you if sub-metering is permissible.

He/She can't decide to sell it without the court's permission - at least until probate is closed... and that can take a long time... the one I was involved with took 2 years!!  

Apparently they had got permission from the previous owner.

Length of stay is not a permission slip to act a fool or demand entitled living.

In my opinion, there is a rare exception for when negative cashflow is permissible and it sounds like your situation fits the bill.

In Texas you cannot alter a lease without permission from all parties.
